Kinstellar hosts high-level seminar on public-private partnership in Kyiv

May 2017 - On 30 May 2017, Kinstellar and global law firm Herbert Smith Freehills co-organised a high-level seminar in Kyiv focusing on public-private partnership (PPP) issues. Subjects of discussion included best international practices for structuring PPP projects and other important issues relevant to Ukraine’s infrastructure sector.

The event was attended by executives from several major state-owned companies, including Ukrainian Railways, Ukrainian Sea Ports Authority and Olvia Stevedoring Company; representatives of several state authorities, e.g., Ukraine’s Ministry of Infrastructure, including its Reform Support Team and its PPP Management office “SPILNO”, the Ministry of Economic Development and Trade and other sector participants.

Keynote speakers and panel members at the event included infrastructure and PPP experts from Kinstellar (Iryna Nikolayevska, Counsel, Head of Kinstellar’s local M&A and Corporate practice) and Herbert Smith Freehills (Olga Revzina, Partner, head of infrastructure and PPP in Europe and CIS, and Lola Shamirzayeva, Associate).

The seminar raised a number of PPP issues of importance to state companies and to the relevant state authorities in Ukraine and highlighted the following key topics:

  • the main principles and peculiarities of PPP projects;
  • PPP projects/model structuring;
  • financing of PPP projects;
  • PPP projects ­– implementation stages;
  • risk allocation and risk management in PPP.
