The new package adopts a pronounced anti-circumvention focus and introduces a comprehensive set of measures across Russia's energy sector, military-industrial complex, financial system, and trade, along with additional listings and reinforced legal protection for EU operators. The decade‑long ban in Bulgaria on the municipal disposal of residual agricultural land remaining after the restitution to former owners - so-called land under Article 19 of the Agricultural Land Ownership and Use Act ("Residual Agricultural Land") has now officially expired. Introduced in 2015, the restriction came to an end on 23 December 2025, enabling the municipalities to dispose of such land in accordance with the general statutory regime and creating new opportunities for energy and infrastructure developments. 1. On 7 May 2026, the European Parliament and Council reached a political agreement to postpone the application of key obligations for high-risk AI systems under the EU AI Act. For standalone systems, including many HR and recruitment tools, the deadline is expected to move from 2 August 2026 to 2 December 2027. The European Parliament and Council must now formally adopt the political agreement. This is a welcome development for many organisations. It recognises that the compliance framework is still maturing, but it should not be misunderstood. The extension affects timing, not substance. 🇧🇬 The expiry of the decade-long moratorium on the disposal of residual agricultural land in #Bulgaria marks an important milestone for investors in the energy and infrastructure sectors. 🌿 As of 24 December 2025, municipalities are once again permitted to dispose of residual agricultural land under the general statutory regime, following the expiration of the restrictions for the lands under Article 19 of the Agricultural Land Ownership and Use Act introduced in 2015 and prolonged in 2020.
